Message from the Chairman
2019 was the 70th anniversary of the founding of the Communist Party of China (CPC) and the first year of Guangdong Energy Group’s
comprehensive planning of a new pattern. This year, the Group changed its name to Guangdong Energy Group Co., Ltd., with a higher political stance, and a more open and inclusive attitude to meet various opportunities and challenges. We adhered to strategic guidance, deepened reforms, worked together and forged ahead. We solidly promoted the tasks of adjusting structure, promoting upgrades, improving efficiency, ensuring supply, ensuring safety and ensuring value-added work. As a result, we maintained a stable development trend in overall and gave full play to the role of the main force in energy of Guangdong province.
In 2019, we closely adhered to the annual safety production goals against key and difficult issues, focused on “firmly establishing the safety production red line awareness and bottom line thinking, and earnestly implementing the safety production entity responsibility”, effectively practiced safety production, and continuously strengthened safety foundation, improved the equipment prevention management system, increased technical supervision, improved equipment reliability, ensured the smooth transition of the Group’s three-level safety production management system adjustment, and achieved “zero accident” throughout the year.
In 2019, we adhered to the Group’s overall business goals. According to the Group’s three-level management and control model adjustment and the new situation and new requirements of the spot market building, we continued to build and improve the Group’s power marketing system, actively prepared for the power spot market and strived for power market share. 1,776 customers were signed, and the scale of electricity sales ranked first in the province. The group’s budget management, financial statement and flash report were awarded by the Provincial State-owned Assets Supervision and Administration Commission. The insurance co-ordination reached a new level, with an overall co-ordination degree of over 85%, an increase of 10% than 2018.
In 2019, with the Guangdong-Hong Kong-Macao Greater Bay Area energy security system as a strategic guide, we closely adhered to the Group’s “one primary and multiple secondary” development strategic goals, continued to promote the transformation and upgrading of energy business, and further optimized the power industry structure. Bohe Power Plant was approved to be included in the national power construction plan, offshore wind power installed capacity achieved the zero breakthrough and clean energy installed capacity accounted for 30%. At the same time, we unswervingly built a synergistic and efficient natural gas industry chain, accelerated the "2021 Project", and completed pipeline welding of more than 500 kilometers throughout the year.
In 2019, we adhered to innovation leadership, made innovation as the first driving force to lead the Company’s development, closely linked with production reality, vigorously implemented innovation- driven development strategies, optimized the innovation management system, carried out independent innovation and technological innovation, continuously improved independent innovation capabilities, and promoted the transformation and application of innovative achievements. Throughout the year, the Group obtained 3 China Power Science and Technology Awards, 4 China Power Innovation Awards, and 4 National Power Staff Technical Achievement Awards; 75 new authorized patents and 18 new software copyrights.
In 2019, under the guidance and policy driving of national energy strategy, we continued to promote the development of clean energy construction. The first large-scale megawatt offshore wind power project completed the hoisting of all wind turbines and integrated grid-connected power generation. The annual offshore wind power resources increased by 1.8 million kilowatts, the development scale of new photovoltaic projects was 681,600 kilowatts, the clean energy capacity in operation exceeded 10 million kilowatts for the first time, and the preliminary work of many natural gas power generation projects proceeded as planned.
In 2019, we actively fulfilled our commitment to “create green energy with heart” with practical actions, actively promoted the fulfillment and governance of social responsibility, and continued to carry out ultra-low emission transformation of unconventional coal-fired units such as circulating fluidized bed boilers and W-type flame boilers on the basis of ultra-low emission transformation of all conventional coal-fired power units in the Group. At the same time, we accelerated the Group’s “Green Water Project” and coordinated the implementation of zero-emission wastewater projects in thermal power plants. At present, power plants such as Dabu, Honghaiwan, and Jinghai have started construction, making positive contributions to Guangdong’s battle against pollution.
Looking back on 2019, Guangdong Energy Group’s achievements were inseparable from the correct leadership of the provincial Party Committee, the provincial government and the provincial state-owned assets committee and were inseparable from the strong support of the shareholders, the care and support of all walks of life and hard work of all Guangdong Energy Group’s employees. We would like to express our highest respect and heartfelt thanks to everyone!
All the past is the prologue. 2020 is the year to complete the building of a moderately well-off society in an all-round way and the successful realization of the 13th Five-Year Plan. We will continue to insist on Xi Jinping’s socialist ideology with Chinese characteristics in the new era as the guidance, focus on the new pattern of Guangdong-Hong Kong-Macao Greater Bay Area building and “One Core, One Belt and One District” regional development, and promote the Group’s high-quality development. On the journey of becoming an internationally competitive energy group, we will strengthen party building, guarantee supply, stabilize growth, adjust structure, promote reform, and innovate to promote the Group to continue to be stronger and better, in order to make a due contribution to the goal of “four aspects ranking first in the country” and “two important windows” of Guangdong!
